Board of Servant Leaders (BoSL): proposed slate of candidates for 2026

Three members of Good Shepherd have agreed to be candidates for three openings on the Board of Servant Leaders (BoSL). The candidates are Paul Devine, Andrew Otterbacher, and Daniel Pelletier. Attached below are the bios and statements for the candidates.
The open nomination period is currently ongoing. Per our Bylaws (II.c.3), “any member of the congregation may continue to recommend the names of individuals willing to serve on the BoSL along with the individual’s personal profile to the nominating committee. Such candidates will be added to the final slate of prospective new BoSL members without prejudice.” If you are interested in running for the BoSL you’ll find the documents on the "Forms & Documents" section of our website by clicking here.

Paul Devine

Paul became a member of Good Shepherd Lutheran Church (GSLC) in 1987, soon after former GSLC Pastor Monte Frohm officiated at his marriage to Jill. Since then, he has served as treasurer, elder, usher, Sunday school teacher, and a member of the senior youth advisory committee. Paul and Jill's four children greatly benefitted from attending GSLC’s preschool, Sunday school, and vacation bible school, as well as confirmation and junior and senior youth programs. Paul and Jill enjoyed supporting these activities as needed. In addition to church volunteer roles, Paul has also served as an assistant scoutmaster and Venture Crew leader for Troop/Crew 1577, based at Trinity Presbyterian church in Herndon, for almost 20 years. Currently Paul works full time as a software engineer for SAIC in Chantilly.
GSLC has been central to the Devine family’s spiritual growth and social connection. Paul is thankful to be part of the GSLC community and would like to continue serving as part of the Board of Servant Leaders.
Andrew Otterbacher

The Otterbacher family, wife (Kathy), son (Reid), and Andrew are a family of faith and have been members of Good Shepherd Lutheran Church since 2014. Andrew currently works for Scale AI bringing AI solutions to National Security issues in the US, UK, and NATO partners. Previously he served as an Army Officer, an Engineer, a General Manager of a German software company, an advisor in Metromedia Fiber Networks, Private Equity, the State Department, National Security, and now Scale AI. Andrew has served on church councils for Trinity Lutheran Church in Crown Point, Indiana; the Lutheran congregation in Stuttgart, Germany; on the Board of Directors at Our Savior Lutheran Church in McKinney, Texas. In each church he has read, sung in the choir, and lead bible studies to include Good Shepherd Lutheran Church (GSLC).
Andrew has seen the best and the absolute worst of humanity and once or twice was certain his number was up. His faith has seen him through all that and more and every day he thanks God for gifting him the opportunities to strengthen his faith.
Daniel Pelletier

Dan and his wife, Jennifer, have been Good Shepherd members since moving to Sterling in 2013. Separately, Dan has served on a 501.c(3) board since 2015, so he has experience in policy development and oversight. Professionally, Dan is a space systems engineer with Blue Origin.
Dan has served as an usher at Good Shepherd and is active in the Manic Mondays small group. He wants to see the church thrive and reach its full potential by fulfilling its mission to build up God’s people through His word for His world.
